Microsoft 365 Developer Program – Enrollment / Phone Number Conflict

Hello, I am trying to join the Microsoft 365 Developer Program, but I am unable to complete the enrollment because my phone number is reported as already being used in another tenant. I cannot determine which tenant it is associated with, and I cannot proceed with verification.

Additional details:

  • I cannot see any active Microsoft 365 Developer Program subscription under my account.
  • I cannot confirm whether I previously created a developer sandbox tenant.
  • The old Developer Program support pages (support, FAQ, contact) all return 404 errors.
  • The Developer Program tag on Microsoft Q&A appears to have been removed, so I am posting under the Microsoft 365 category as advised.

What I need help with:

Confirm whether my account already has an associated Microsoft 365 Developer Program sandbox tenant.

If my phone number is tied to an old or inactive tenant, please detach it so I can enroll again.

Guidance on how to complete Developer Program enrollment now that the official support pages have been removed.

    First, I’d like to clarify that this is a user‑to‑user support forum and we are not Microsoft Support. Moderators participating here do not have access to backend systems, nor can we directly intervene in Microsoft product functionality. Additionally, the qualification and renewal process for Microsoft 365 Developer Program tenants is automated and based on a set of algorithms and telemetry gathered from your activity in the program and on your Microsoft 365 E5 developer subscription.   

    I understand that you’re experiencing an issue where your phone number was accidentally linked to an existing profile. In this situation, you may need to access the Microsoft 365 Developer Program dashboard using the account that is currently associated with your phone number. From there, you can delete that profile. Doing so should remove the existing association and release your phone number. 

    After the profile is deleted, you can sign up again using your work account and verify it with the same phone number. However, please note that Microsoft typically enforces a 60-day waiting period before a deleted phone number becomes fully available for reuse. This is an intentional policy designed to prevent misuse of the program.

    Since you are unable to identify which account is linked to your phone number, and you may need to wait for the 60-day period before reusing it after profile deletion. Based on my experience, if you need to rejoin the Microsoft 365 Developer Program sooner, the quickest option is to register using a different account with a different phone number.   

    • For personal accounts, one common way to qualify for a sandbox subscription is to have an active Visual Studio subscription. With an active Visual Studio Professional or Enterprise subscription, you are typically eligible to create a Microsoft 365 E5 Developer subscription.  
    • Alternatively, you may use a corporate account if your organization participates in the ISV Success Program or the Microsoft AI Cloud Partner Program (MAICPP) and meets the eligibility requirements, or if your organization has Premier or Unified Support.
