Hello,

I am unable to qualify for the Microsoft 365 Developer Program sandbox using my personal Microsoft account.

This is my first time attempting to create a sandbox with this account, but the system blocks the qualification process. My account has never had a sandbox before, and there should be no previous associations or registrations linked to it.

It appears that my account or phone number has been incorrectly flagged in the Developer Program backend, preventing me from completing the registration.
