    Hi Breland Hoye,

Project Plan 3 is a business subscription and must be associated with a Microsoft 365 organization (tenant). It cannot be managed using a personal Microsoft account (MSA). Please sign in to the Microsoft 365 Admin Center with a Global or Billing Admin account (for e.g, @onmicrosoft.com...) to view and manage the subscription under Billing > Your products.

To turn off recurring billing, navigate to: Billing > Your products > [Your Project Plan 3 subscription] > Edit recurring billing.
