Hello team,

Print to PDF is working while the saving the email in new outlook, however it is showing as block message as below in classic outlook. Can you please provide the reason.

Your organization requires sensitivity labels for all files you create or edit, such as PDFs. Files you create from the Print command may lose their sensitivity labels and other content metadata, such as accessibility tags.

    Hi @Singh, Amit

This message is typically related to Microsoft Purview Sensitivity Labels rather than an Outlook printing issue.

When a Microsoft 365 tenant is configured with a policy that requires sensitivity labels on all documents, Office applications may warn users when printing to PDF because the resulting PDF could lose metadata that is present in the original item.

In Classic Outlook, when using Print > Microsoft Print to PDF, Outlook cannot guarantee that the generated PDF will retain the required sensitivity label and associated metadata. Because of this limitation, Outlook displays the warning:

Your organization requires sensitivity labels for all files you create or edit, such as PDFs. Files you create from the Print command may lose their sensitivity labels and other content metadata, such as accessibility tags.

According to Print to PDF is blocked if Mandatory Labeling is enabled - Microsoft Support, Outlook Desktop blocks or warns against Print to PDF when mandatory labeling is enabled, because the label and protection cannot be preserved in the generated PDF.

The reason it works in New Outlook but shows the warning in Classic Outlook is that the two clients use different rendering and PDF‑generation workflows. New Outlook may handle PDF creation differently, while Classic Outlook continues to display the compliance warning when it cannot verify that labeling requirements will be preserved.

Since the message specifically states that your organization requires sensitivity labels for files, it would be advisable to check with your Microsoft 365 or IT administrator. They can verify:

    • Whether Microsoft Purview Sensitivity Labels are configured as mandatory for documents and PDFs
    • Whether this behavior is expected based on your organization’s compliance policy

I hope this helps clarify the situation.

In classic Outlook for Windows, the Print to PDF action is being blocked because mandatory sensitivity labeling is enabled and the message is labeled (and possibly encrypted).

With mandatory labeling, Outlook must ensure that all files created or edited keep their sensitivity labels and any associated protection. When printing to PDF, Outlook Desktop cannot preserve the label or encryption on the resulting PDF. Because of this limitation, Outlook blocks Print to PDF and shows the message:

Your organization requires sensitivity labels for all files you create or edit, such as PDFs. Files you create from the Print command may lose their sensitivity labels and other content metadata, such as accessibility tags.

Key points explaining the difference between new Outlook and classic Outlook:

    1. Classic Outlook (with mandatory labeling) blocks Print to PDF when a sensitivity label is applied or when the label enforces encryption, because the label cannot be preserved on the printed PDF.
    2. New Outlook has a different implementation for saving messages as PDF, so it can allow that operation while still aligning with your organization’s sensitivity label requirements.
    3. This behavior is by design for classic Outlook to enforce your organization’s Microsoft Information Protection policies.

For administrators, there are configuration options if this behavior needs to be changed:

    • Disable mandatory labeling (so users are not forced to apply a label before saving/printing), or
    • Disable the Office policy that applies sensitivity labels and encryption to PDF files by setting the Group Policy registry value:
      • Path: HKEY_CURRENT_USER\software\policies\microsoft\office\16.0\common\fixedformat
      • DWORD: disablepdfprotection
      • Value: 1

Note that disabling these protections reduces enforcement of your organization’s labeling policy and should be evaluated by the security/compliance team.

Additionally, newer Outlook Desktop builds introduce an Outlook-specific registry key that allows printing to PDF without preserving the label or encryption:

    • Path: HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Preferences
    • Name: disablepdfprotectioninoutlook (DWORD 32)
    • Value: 1

When this key is set (on supported builds), classic Outlook allows Print to PDF but warns that the resulting PDF will not retain the sensitivity label or encryption.
