     Hi Ray Smith

Based on the information shared, the error “Organization is marked for removal” together with TenantAccessBlockedException suggests that the Microsoft 365 tenant is currently in a blocked or deprovisioning state at the organization level. In this condition, services such as Exchange Online may stop processing emails, and access to the Microsoft 365 admin center can also be restricted.

This type of scenario is generally associated with tenant-level conditions, for example:

    • The subscription may have expired or been cancelled
    • A billing or payment issue may have caused the tenant to be suspended
    • The tenant may be in a lifecycle stage where it is being removed or deactivated

Because this affects the entire tenant, it cannot typically be resolved from the user side or through local troubleshooting. You may reach out to your Administrator to review Billing > Your products in the Microsoft 365 admin center to verify the subscription status or summit support ticket to Microsoft Support team. The support team can help verify the tenant’s current state and advise on possible recovery options, if applicable. While trying to log into Microsoft 365 admin center I receive the following message:

Switch to an account that has permission
Your account ([Moderator note: personal info removed] ) doesn’t have permission to view or manage this page in the Microsoft 365 Admin center

The error indicates that the Microsoft 365 tenant PERCHcoop.onmicrosoft.com that hosts the mailbox is marked for removal (deprovisioned/disabled). When a tenant is in this state, Exchange Online blocks message submission and the service returns TenantAccessBlockedException.

This cannot be fixed from the client side. The only resolution is for a Microsoft 365/tenant administrator to work with Microsoft 365 support to:

    1. Sign in to the Microsoft 365 admin center with a global admin account for the tenant that owns PERCHcoop.onmicrosoft.com.
    2. Check the tenant status (for example, expired subscription, disabled tenant, or scheduled for deletion).
    3. If the tenant should still be active, open a support request with Microsoft 365 support from the admin center and reference the error:
      • STORDRV.Submission.Exception.TenantAccessBlockedException
      • Message text: Organization 'PERCHcoop.onmicrosoft.com' is marked for removal.
    4. Follow Microsoft support guidance to restore or re-enable the tenant if possible.

If the tenant was intentionally closed or allowed to expire, email service for addresses in that domain cannot be restored without re-establishing the tenant and mailboxes with Microsoft 365.
