First, refresh the browser tab. If that does not help, open the notebook in a private/incognito window or try another browser, preferably Edge or Chrome.
Make sure you are signed in with the exact Microsoft account that has access to the notebook. If more than one account is signed in, sign out of the other accounts in the browser, then open OneNote again.
If this is a shared notebook, ask the notebook owner to open OneDrive or SharePoint, choose Manage access, and confirm your account still has Can edit or at least Can view permission. It is recommended that the owner removes and re-adds your permission if it already looks correct.
If the notebook opens in OneNote for the web but not in the app, close the notebook in the app, then reopen it from OneDrive/SharePoint or from onenote.com.
If the section still will not open, copy any accessible notes to a safe place first, then clear the browser cache/cookies for Microsoft/Office sites and try again.
If none of those works, the section permission may need to be repaired by the notebook owner or Microsoft 365 admin, especially if the notebook is stored in SharePoint.
