Microsoft 365 Developer Program cannot detect active MCA billing account when provisioning E5 sandbox

I qualify for the Microsoft 365 Developer Program and am attempting to provision a Microsoft 365 E5 Developer Sandbox.

During setup, the wizard reports "No billing accounts found."

I have verified the following:

Microsoft AI Cloud Partner Program: Active

Organization verification: Authorized

Microsoft Customer Agreement (MCA) billing account: Active

Billing profile: Active

Partner Center account is successfully linked to the billing profile.

Microsoft Entra tenant is active.

The tenant is confirmed as the primary tenant for the MCA billing account (attempting to add it manually returns "This is the account primary tenant.").

Despite this, the Developer Program provisioning wizard cannot detect any billing accounts.

Has anyone encountered this issue, or can a Microsoft moderator verify whether there is a backend issue with the Developer Program profile or sandbox provisioning entitlement?

    I searched the available documentation and community discussions but could not find any reported cases matching the issue you described. 

    In this situation, if your access to the Microsoft 365 Developer Program is through the Microsoft AI Cloud Partner Program, the recommended next step is to contact your Partner Administrator and ask them to raise a support request with Microsoft Support for further assistance.
