To answer your question: Yes, but with an important caveat as of 2026.
Currently, OneDrive for Business Plan 2 is no longer listed as an available standalone plan for new purchases on Microsoft's current OneDrive business plans page.
However, the 25 TB per‑user path still exists if your tenant has a qualifying subscription that includes OneDrive Plan 2 / SharePoint Plan 2 (e.g., Office 365 E3/E5), with 5+ licenses and at least one user who has filled 90% of their 5 TB. Once those conditions are met, your admin requests the increase from Microsoft up to 25 TB per user. Beyond 25 TB, extra space is provisioned as 25 TB SharePoint team sites.
