Sending, receiving, and organizing email in Outlook.com

I understand that you can receive emails, but you cannot send them, and the returned message says “Spam abuse detected from IP range. AS(130)”. Please reply with only these details:
- Are you using VPN, proxy, work Wi-Fi, public Wi-Fi, or home Wi-Fi?
- Does the same error happen when sending from Outlook.com in a browser?
- Does it fail when sending a plain email to yourself with no links, no attachment, and no signature?
- Does the bounce-back include any full error code, such as 550 5.7.xxx?
Meanwhile, try the steps below:
1) Turn off VPN, proxy, or privacy relay
If you are using a VPN, proxy, privacy relay, or similar network tool, turn it off completely. Then sign in to Outlook.com and send a plain test email to yourself.
2) Try a different network
If you are on public Wi-Fi, work Wi-Fi, hotel Wi-Fi, or shared broadband, switch to another network, such as a mobile hotspot, then test again from Outlook.com.
3) Send a simple test message
Create a new email to yourself with:
- No attachment
- No signature
- No links
- No copied/pasted formatted text
- One recipient only
4) Check antivirus email scanning
If your antivirus/security software has options such as Internet Email Auto Protect or Internet Email Protection, temporarily disable only that email-scanning feature, then send a test message again.
5) Check Outlook.com sending limits
If you recently sent many emails or sent to many recipients, wait and reduce the number of recipients per message. See: Sending limits in Outlook.com | Microsoft Support
6) Check whether the account is blocked or storage is full
Even if you can sign in, sending can be restricted if the account is temporarily blocked or storage is full. Please review: Unblock my Outlook.com account | Microsoft Support
