That message means the signup was stopped by an automated security check after unusual activity was detected from the browser, device, or network. It does not necessarily mean the user did anything wrong.
Here are some suggestions you can try:
Stop trying for at least 24 hours. Repeated signup attempts can keep triggering the block.
Turn off any VPN, proxy, Private DNS, ad blocker, or privacy extension.
Clear the browser cache, make sure JavaScript is enabled, and retry in a normal browser window, not Incognito or InPrivate mode. If possible, use a different browser or device.
Switch networks. For example, disconnect from Wi-Fi and try using the phone’s mobile data.
Use a new email address or Outlook.com name that has never been used for another Microsoft account.
If it remains blocked after waiting and changing the device and network, contact Microsoft Support and enter “account creation blocked” in the Get Help box.
