The TOC link is working, but the page number printed in the footer is being controlled separately. After pages were deleted, a section may still be set to restart numbering, which can make the TOC show page 3 while the page itself displays 31.
Here are some suggestions you can try:
Make a backup copy of the document first.
On the Home tab, select Show/Hide ¶ so you can see section breaks.
Go to the first page where the printed number becomes incorrect. Double-select the header or footer, then choose Page Number > Format Page Numbers.
Under Page numbering, select Continue from previous section. Repeat this for each later section where numbering is wrong. If a new chapter is supposed to restart, choose Start at and enter the correct number instead.
Select inside the TOC, then choose References > Update Table > Update entire table. This updates both headings and page references.
Do not manually type over the TOC numbers, because they can change again when the table is updated.
