I understand why this would be alarming. From your description, the warning and phone call are likely part of a tech support scam. Microsoft would not display an unsolicited message asking you to call a phone number, transfer you to a bank or claim that your bank account had been charged.
Do not contact that number again or share passwords, verification codes, banking details or remote access. If someone accessed your computer, disconnect it from the internet, remove any remote-access software, run a full security scan and change your passwords from a trusted device. Continue working directly with your bank through its official contact channels.
If Microsoft Defender will not open on your iPhone, restart the phone and reinstall the app from the App Store. If the issue continues, contact https://support.microsoft.com/contactus.
