A user created a Copilot agent and shared with other users in the tenancy.
However, users get this error when try to install it.

    A user sent a link to other users but didn't share the agent.
    The issue has been sorted.

    The error in your screenshot: "Your organization has prevented this agent from being installed" typically means the tenant's Agent governance policies are blocking user-created Copilot agents. As a Microsoft 365 administrator, you can check the following settings in the Microsoft 365 Admin Center:

    Verify User Access to Agents

    Go to Microsoft 365 Admin Center > Agents > Settings > User access and make sure access is set to: All users ot the users/groups who should be allowed to install agents If No users is selected, users cannot install or use agents.

    Verify Allowed Agent Types

    Go to Microsoft 365 Admin Center > Agents > Settings > Allowed agent types and ensure that the option allowing agents built by your organization (Agent Builder / Copilot Studio custom agents) is enabled. If organizational custom agents are blocked, users will see installation restrictions similar to the screenshot.

    Check Whether the Agent Is Blocked

    Go to Microsoft 365 Admin Center > Agents > All agents > Locate the agent and verify that its status is not Blocked. If it is blocked, unblock it or assign/deploy it to the appropriate users or groups.

    Review Agent Requests

    If the agent was recently published/shared: Microsoft 365 Admin Center > Agents > Requests Some tenant configurations require admin approval before users can install published agents. Approve the request if it is awaiting review.

    Check Agent Sharing Policy

    For agents created using Copilot Agent Builder, verify that organization sharing is allowed. If tenant sharing is configured as No users, users cannot install agents shared by other employees.

    Allow it in the Microsoft 365 admin center agent controls.

    Use these checks in order:

    1. Go to Microsoft 365 admin centerAgentsSettingsUser access.
