What is the limit on number of contacts that can be emailed in one email?

In Exchange Online, the maximum number of recipients that can be included in a single email message is typically 500 recipients across the To, CC, and BCC fields combined. The maximum number of email recipients can be modified by customizing the recipient limit of existing mailboxes or new mailboxes that will be created in the future. For reference: Manage user mailboxes in Exchange Online

Regardless of the plan type (business, enterprise, or others), the recipient limit can be customized up to 1000 recipients per email. However, for encrypted messages, the maximum recipient limit is set to 200 recipients.

Global Admin can use the Exchange Admin Center

• Navigate to the Mailboxes page in the Exchange admin center
• Select all mailboxes by clicking the checkbox available in the header, then click Set recipient limit in the toolbar > If the option is invisible, click the ellipsis (…) and select it from the dropdown > Specify the maximum number of recipients for the mailbox in the Maximum recipients box and click Save.
• If you want to set recipient limit for only one mailbox > choose the mailbox > Others > Recipient limit > Specify the maximum number of recipients for the mailbox > click Save

For Exchange Online in Microsoft 365, the default limit is 500 recipients per email message in the To, Cc, and Bcc fields combined. This limit is customizable up to 1,000 recipients.

If the account is Outlook.com, the limit for Microsoft 365 subscribers is also 500 recipients per message. For newer or lower-reputation Outlook.com accounts, sending quotas can be temporarily lower.
