Hi Paul Chou,
Thank you for sharing the error details. Could you please let me know when the issue first started and whether it began after a Windows update or another system change?
Please also press Windows key + R, enter winver and select OK, then share the full Windows version and OS build shown.
In the meantime, please try these steps:
- Open Settings > Windows Update, install all available updates and restart the computer.
- Open Settings > Time & language > Language & region. If the language appears partially installed, remove it, restart Windows and add it again.
- Open Settings > System > System components > Microsoft Store > Advanced options, select Repair and retry the installation. If necessary, select Reset and restart the computer.
- Test the installation from a new user profile:
- Open Settings > Accounts > Other users.
- Select Add account > I don’t have this person’s sign-in information > Add a user without a Microsoft account.
- Create the account, sign in to it and try installing the language pack again.
This test will help determine whether the issue is limited to the current profile or affects Windows more broadly.
I hope this helps. Please let me know the winver details and how it goes after trying these steps.
