Windows 10 Upgrade Error (From Windows 7/8.1)

Hi,

I have been trying to upgrade my Operating System from Windows 7/Windows 8.1 (2 Separate PC's) for over a week now. The upgrade has failed even after trying multiple times on both systems.

Already tried the following :

SFC/SCANNOW - ·Windows Resource Protection did not find any integrity violations (Both Systems)

DISM /ONLINE /CLEANUP-IMAGE /CHECKHEALTH - Operation Completed Successfully (Windows 8.1)

All Available Windows Updates Installed (Both Systems)

Windows Activated (Both Systems)

(>25GB) Disk Space Available (Windows Installation Drive)

Have tried both of the following methods for upgrading to Windows 8.1 :

"MediaCreationTool21H1" : Upgrade this PC - FAILED (Both Systems)

"Windows 10 21H1 ISO - setup.exe" - FAILED (Both Systems)

After days of complicated messing on, reading silly online suggestions from people who appear to know less than nothing, no progress. Microsoft not much help either. This simple expedient of switching off updates resolved the Install failure. What on earth has this to do with Setup being unable to get the provider DISM package manager?

I am very concerned to upgrade my Windows 7 to 10. When they first came out with it, I upgraded and got the dreaded black screen. Had to use my little Android phone to try and see how to retrieve Windows 7.

What I'd like to know is did they fix that issue? What programs will I lose if I upgrade?

On a different PC (Windows 10 or 11 is fine). Create a Windows 10 media installation flash drive. When completed plug that flash drive into the Windows 7 PC and the upgrade goes fast and perfect every time.

First of all, thank you everyone for your time.

After all the Troubleshooting, I was able to upgrade my Windows 8.1 to Windows 10 (without a clean installation) through a simple step. (Still have to try upgrading my Windows 7 machine)

I am sure this might work for other people facing the same problem. This particularly worked in my case, since my Windows 8.1 Laptop was old and there could be some driver compatibility issues while Microsoft tries to download the latest Windows Updates before the Windows 10 installation/up-gradation begins.

Anyways, here are the steps to be followed :

Download the ISO for Windows 10(21H1) using the Media Creation Tool.

Extract the contents of the ISO to a folder and run the setup.exe ("Run as Administrator").

On the Install Windows 10 page, click on "Change on how Windows Setup downloads updates".

Select "Not Right Now" and proceed with the upgrade.

It should work now.

Hi Kaushik, deferring the updates by selecting "Not Right Now" made all the difference in upgrading my 8.1 pro to 10 on this old Laptop. I've tried many of the things including upgrading from the ISO but the install kept failing at the 73% progress point, I think the process was always failing because I was always choosing to do the updates. There were suggestions for installing the setup log interpreter and other things but I'm glad I did not do that. There even were suggestions uninstalling the anti-virus and I was glad I did not do that either. There was one mention about the difficulty of the upgrade as a sign of the system needing a clean install. This upgrade process seems to be a clouded process (up till now) with literally one shining star (Kaushik). I'm not even trying to get win 10 free as I've already bought the key some time back and I'm rambling as I'm so happy about this fix.....

Hello, I am an bit of an amateur but can be semi technical with the right instructions. I have and Acer Inspire R7 that is Windows 8.1. I just replaced hd with ssd and upgraded memory as well. It was very simple. I then used my external hard drive that has my recovery on it. It all loaded fine and seemed to work well. I had upgraded to windows 10 prior with no problem but laptop was a bit slow so got another laptop which I am iffy about. So decided to update this old acer R7 one I like. It had been reformatted. But recovery went well on ssd and windows 8.1 seemed fine. Now I am trying to figure out how to get windows 10 free back on my laptop. I have found Create Windows 10 Installation Media - has a download tool which I used. All seemed to go very well until it got to the 73% install and got a box that said Windows 10 installation has failed. Never asked me if I wanted to update anything, it just went straight to Window 10 installation. I do have my updates set to let me pick what is to be updated. I have tried a couple fixes, restarts, etc... only with the exact same outcome. 4 x I have tried. I see your instructions above but they are just a little hard for me to understand. Is there a way you can do a more specific with step by step instructions? I am so frustrated as even this new laptop had no issue with windows 10 or 11 upgrade. I can't afford to have someone look at it. But I will keep plugging away as I feel I can figure it out with the right steps. I am wondering if the new ssd could have anything to do with it? Appreciate any help if you can.

I also had this problem - days of frustration - finally found your answer - Don't tell it to upgrade this computer - tell it to create the ISO file, which File Explorer can read - no need for any software to extract it -- and especially DON'T let it try to update. So simple (if time consuming) to do it your way. Kudos all the way and thanks for sharing!!

I am someone with some substantial experience with computers. And I had a Windows 7 system that would not upgrade. I tried every suggestion I could find. Over a period of two or three years, I could not figure out how to get this done. I once spent nearly a full day at one time just working on this with no success.

I, too, spent a long time searching for a solution. All other solutions did not work. My process:

press "windows key+x" to bring up an express menu

click on "control panel"

click on "windows updates"

let the computer update multiple times, rechecking for the newest update and installing the "newest" ones over and over until fully up to date

visit https://www.microsoft.com/en-us/software-download/windows10

follow prompts until two choices: "update this pc" and something along the lines of downloading onto a CD or USB drive. NOTE: I did not use a CD drive or USB to update my computer. However, this is the only way to bring up the options noted in the solved post.

created a desktop folder for the ISO file

double click the "disk image file" (mine was at the bottom of contents on the ISO file)

select "yes"

implement steps "3" and "4" in the solved post

My computer started the update, but instead of giving me an error message at the end, it actually updated.

This post was so helpful compared to the more complex and tedious ways posted in other forums! Mind you, prior to this, I had followed all the steps of deleting third party anti-virus, unplug all peripherals, and changed boot-up settings. I do not know if any of those things actually played a factor, but there's that information if you want to try and replicate the results.
Very thankful to Kushik for this post! Windows 8.1 is an awful interface. Now I have something familiar to work with on my 2013 Lenovo Yoga 2 pro!

So, the part where I say "created a desktop folder for the ISO file," is step 2. Once that file is downloaded on your desktop, you can double click it to open it. In the file folder after you open it, double click the line (i forget what it is named) but it will be a "disk image file". This is the TYPE of file, like how a word document is saved as .doc or a pdf as .pdf. Then, i dont remember what the prompts were, but i clicked "yes" and steps 3 and 4 are self explanatory (you will see the appropriate options appear as you move along). reply if you figured it out or not. I'm new the computer stuff, so I'd like to know if I was helpful or not.

After wasting hours on this - this worked. Explanation makes perfect sense, jumping from 8.1 to latest version of 10 (21H2 as of this writing) requires that you FIRST jump to 21H1.

I tried to follow these steps, but on the Install Windows 10 page, there is no option for "Change on how Windows Setup downloads updates". The only option I have throughout the process is in earlier steps, there is an option asking what I want to keep, personal files and apps, personal files only, or nothing. When running setup.exe from the ISO, the process looks the same as running the Media Creation Tool directly.

The version of Media Creation Tool downloaded from Microsoft site now is 21H2, not 21H1. Not sure if this is causing the changed behavior.

If anyone has a solution, it will be much appreciated.

Alright so I am not as tech savy but i do have some experience, how do I complete step 1. I could complete everything else except that. I am attempting to upgrade from 7 to 10 after doing a factory reset on my machine and it fails to install at 73% everytime.

In order to extract the ISO you'll need to download WinRAR or something similar because there's no way of doing this natively in Windows 7

Like some of the other respondents to this, I have created an account to say Thank You!! My first attempt to create an ISO was not entirely successful, as after downloading to OneDrive, when I tried to use setup.exe got a msg saying it was corrupted or had other issue. However, I persisted, and put the download on a flash drive.
Was able to run setup.exe as an administrator, followed your instructions, and 3 hrs later it was finally all done.

I got my laptop 8.1 upgraded to 10 few years ago with the free tool of MS whitout any issu.
Got to reset factory :'( and back to 8.1... and this loop "failed update, failed failed failed"

I just followed these instructions successfully on MediaCreationTool21H2. Also it just ran as administrator automatically, I didn't have to do that manually. I'll link a couple pics. I just can't remember where in the process it showed up and now that it upgraded successfully, there's no way for me to go back and do it again.

this really works - follow instructions carefully. I added a couple of notes myself to make it clearer for those who are struggling

Download the ISO for Windows 10(21H1) using the Media Creation Tool.

**i will add make sure you download the ISO ONLY from the Microsoft site **

Extract the contents of the ISO to a folder and run the setup.exe ("Run as Administrator").

** when saving I suggest you create a new empty folder before extracting**

use winrar or 7zip or other utility to extract the ISO files

On the Install Windows 10 page, click on "Change on how Windows Setup downloads updates".

Select "Not Right Now" and proceed with the upgrade.

that's all there is to it !!!

Does not work for me. Trying to upgrade 8.1 to 10 fails every time. Been trying it for over a week now and takes almost 2 to 3 hours each time. I too have tried all kinds of tasks set out in multiple articles saying "this will fix the problem" but they don't. I have fully loaded all the 8.1 updates, reset HOSTS FILE, disabled virus scan, unplugged unneeded peripherals tried to upgrade by many various ways. Tried direct from the web, tried by downloading to the USB drive, also downloaded ISO file. I have also tried all these methods and CHECKED THE BOX TO DOWNLOAD UPDATES AT A LATER TIME but that doesn't work because IT STILL STARTS DOWNLOADING ALL THE UPDATES and that's where it fails after going through all the installation process. About 50% to 70% of the way through the updates it stops and starts restoring the drive back to it's original settings. Then full screen says failed to install windows 10 in the SAFE_OS phase with an error during MIGRATE_DATA operation.

Have the same problem when upgrading from WIN 8.1 to 10: Then full screen says failed to install windows 10 in the SAFE_OS phase with an error during MIGRATE_DATA operation.
