Outlook 365 Can No Longer Encrypt Emails

I have worked with Microsoft Office 365 support, and they have not come up with a solutions to this problem. Outlook 365 was able to encrypt emails in the past, but can no longer do so. This issue has affected both computers in the office. If I use the web version, it works fine. So it is not a licensing problem.

Anyone have any ideas on how to get this back working?

    Do you use Exchange online? If so, use command below to check whether the certificate published to GAL:

    Get-Mailbox <user> | FL or FT *user*  
    

    If certificate isn't published, you need to publish it with step below(You need to install user certificate to local computer first):
