B2c user flows

Question

is there a possibility to disable the create /send verification code or any such button until and unless information is provided .

I am using b2c signup user flow .

Unfortunately, there is no out of box solution for this. However, you can work with front-end developers to add JavaScript to the HTML page for this purpose.
