Direct explanations for the support and lack of support for each processor was not provided.
Decision making appears to have been based on:

    a) performance reports of windows insiders
    b) security reports of windows insiders
    c) DCH driver support
    etc.

    Hi there,

The processor are selected by various parameters and the important one is DCH Design Principles.
    https://learn.microsoft.com/en-us/windows-hardware/drivers/develop/dch-principles-best-practices

Some of the 7th generation processor and all 8th generation Intel processor are supported for Windows 11. It seems your Intel i7-6500U is not in the list and it might not support the Windows 11.

Hopefully it might be added in future based upon testing by Microsoft.

I will avoid Windows 11 if it does not supported CPU.
As someone suggested, Windows 11 will end up like Windows Me, Windows Vista, Windows 8
MS will come up with next version in a year or two.
