Yes, this happens due to permission issue. Standard Azure AD Users don't have permissions to register Enterprise Applications. You need to work with the Global Administrator of your Azure AD tenant to assign you one of the below roles by navigating to:
Azure Portal > Azure Active Directory > Roles and administrators > select any of the below roles > +Add assignments > add your user account.
Note: Users with Cloud Application Administrator role assigned can register Enterprise Applications but cannot configure App Proxy setting. If you want to configure App Proxy, you need to have the Application Administrator role assigned to your account.
