Changed from VB 2010 to Visual Studio 2019. Other users can't open/run my programs anymore.

My programs created with VB 2010 Express have been opened and compiled with Visual Studio 2019 using Frameworks 3.5.
The problem is that no user can open or run my programs anymore. On my PC programs are running.
I have searched and found some related comment but no solution.

I enclose 4 images:

  • The "imports" on my Main-View Form1
  • The project property page > References
  • The project property page > Application
  • Configuration and Platform

With one word: None of my programs can be opened by other users using Windows 10 updated.

Please help to resolve this problem.

    there is a time delay with my answers as some user is in USA other in Japan and Australia.
    I'm waiting for the last answers regarding your last suggestion (x86 only)
    Meanwhile i enclose a image i received regarding Frameworks. it seems ok to me.

    One question concerning the Visual C++ 2010 Runtime Libraries (x86). Is it possible that some user does not have some necessary c++ ?

    I also think that all user are running Windows 10 updated becouse they are using the MSFS Flight Simulator.

    just now i received negative answer from Australia.
    Program compiled with "all" x86 not opened and same Error message.

    The main question remains the same. Why some other user can open it ?
    Why Visual Express Edition 2010 never had problems and with Visual Studio 2019 i have this kind of problem ?

    Could it depend, as mentioned previously, on missing C++ library files ?
    All user that can't open the software are using Win 10 updated as i do.

    Mybe your computer is opening the program. If yes, why ?

    Hi @Tianyu Sun-MSFT ,
    Finally i ask users that can open the program if they have installed any MS programmer software.
    The Result of 8 users:

    • 6 have installed VS 2019 or previous
    • 2 don't have installed any but they open the program

    I have the impression that the problem is concerning missing C++ library files.

    The Error-Code (Framework) is always the same, refering to Microsoft.FlightSimulator.SimConnect.dll.
    Users have installed the right Frameworks. Compiling with different options as suggested don't resolve.

    Curious is the fact that the program opens on another PC that works only with Windows XP.

    Now, pls tell me if you can download my program and test it.
    I think it is the only logical way to understand what is going on here.
