cannot register app

Hello
I can't register app in my azure account.
I can see below noticed message when I logged in azure account.

The portal is having issues getting an authentication token. The experience rendered may be degraded.

Additional information from the call to get a token:
Extension: Microsoft_AAD_ERM
Resource: MS-PIM
Details: AADSTS50020: User account '{EmailHidden}l' from identity provider 'live.com' does not exist in tenant 'Microsoft Services' and cannot access the application 'c44b4083-3bb0-49c1-b47d-974e53cbdf3c'(Azure Portal) in that tenant. The account needs to be added as an external user in the tenant first. Sign out and sign in again with a different Azure Active Directory user account.

    Thanks for reaching out.

    This is a typical behavior when the user account (Microsoft live account) does not exist in any of the Azure AD tenants; thus, I would recommend you to ensure that your account was invited to the corresponding Azure AD tenancy via the B2B system.     Here is an example, one of my test live accounts does not exist in any of the Azure AD tenants so I get similar error when I access Azure AD portal.

    If your account has already been added, ensure that you have selected the correct Azure AD tenancy from the "Directory + Subscriptions" list, as shown below:

    Hello sikumar
    thank you for your help.
    I have one terrible issue.
    So I tried to login issue with my client account then I can see same issue.
    He registered app exactly and he can see the app in his account but I can't see that app when i signed in his account.
    Please check attached screenshots.
    can you help me?
