Unfortunately, it is not possible to host self-hosted IR on Virtual Machine Scale Sets.
A self-hosted integration runtime can be associated with multiple on-premises machines or Virtual Machines in Azure. These machines are called nodes. You can have up to four nodes associated with a self-hosted integration runtime.

I would suggest you to provide feedback on the same:
