Looks like your VM lost connectivity due to DHCP service not running/stopped running .
You can try out the following mitigations one by one to fix the issue :
- Try to check if the service is running from the serial console and start/restart it : https://learn.microsoft.com/en-us/troubleshoot/azure/virtual-machines/troubleshoot-rdp-dhcp-disabled
- If the above fails you can try to reset the NIC of the VM : https://learn.microsoft.com/en-us/troubleshoot/azure/virtual-machines/reset-network-interface
Either of those should help in fixing the issue .
