I have a question about delegating rights to a distribution list.
We use a Microsoft 365 Exchange online to create distribution lists. I would like to give a user rights to manage these lists. Remove and add members.
I myself as the owner do not even have permission to make adjustments.
Any idea what I'm doing wrong?

I would double confirm with you that whether the following two options are checked:
Do you try to modify group members from OWA?
I also suggest you try to create a new distribution list on Exchange online, then check whether it could be modified successfully. In my lab, it could work without additional configuration.
If it still doesn't work, could you provide a screenshot about the error to us? It could help us narrow it down. You can also open a service request to let Microsoft help you check from server side.
