How to send Email to all Azure AD B2C users

is it possible to send an e-mail to all azure ad b2c users to inform about a problem so that all current users get informed?

    Azure B2C currently doesn't have any support for custom emails, events, or custom triggers, through its built-in policies. However, if you want to send emails to your B2C users based off a service issue, you can try leveraging the Azure Service Health feature within your B2C tenant, to Create activity log alerts on service notifications.

    Creating an alert rule within Azure Service Health also offers you the capability to Create and manage action groups where you can Configure notifications to be sent to specific users within an Action Group.
    Note: You can only specify one email address per notification. To add another email address, you'll have to add another notification.

    If you'd like the ability to create and send emails through the Azure B2C dashboard or through B2C Custom Policies, I'd recommend leveraging our User Voice forum and creating a feature request, so our engineering team can look into implementing this. I've also created an internal feature request, so our engineering team is aware of this as well.
