Can someone help me out? Its really frustrated to me , already spent 2 days and did everything but found no luck.

The error means that SQL Server did not start when Setup wanted to run installation scripts.
You need to look in the SQL Server errorlog to see why this may be happening. You find this in C:\Program Files\Microsoft SQL Server\MSSQL15.SQLEXPRESS\MSSQL\LOG\ERRORLOG.

There are multiple reason of above error, so we need to find more detail the error message to analysis this issue. In the setup logs folder, we should have a file with name “SQLServer_ERRORLOG_<DATETIME>” which is saved copy of ERRORLOG when SQL was unable to start. If you find, please read it. You may find the reason why SQL failed.
