As the View is stored within the mailbox itself, it isn't lost when upgrading Outlook 2016 to Outlook 2019.
Anyway, you can save the XML of a View programmatically or via MFCMAPI.

I am in a project to update Office 2016 to 2019.
One of my users asks if it is possible to export Outlook 2016 views and then import them into Outlook 2019

If you want to update Office 2016 to 2019, I have done the update test in my computer. Based on my tests, the view settings will remain in outlook 2019, which is consistent with RobertSparnaaij. You don't have to worry about losing views, just do it!
If you need to export view settings, as I know, there's no such way to export it. And I found a thread about this, please refer to: Outlook 2010: How to copy Microsoft Outlook custom views to backup or share.
