Microsoft Store for Education/Business error code 0x00000191

When we try to use Microsoft Store app on any device, logged in with our Microsoft for Education account, we have a collection setup with an app deployed for students, in Store we get "Try that again" "Something happened at our end. Waiting a bit might help." Code: 0x00000191 CV: usnPVKDSQU2x3E1L

I have tried a clean non domained windows 10 build and this experiences the same error so not GPO related.

I have done a bit of research but unable to locate any information that would resolve this issue.

    The store might show the error 0x00000190 after the unsuccessful installation of updates, corrupted Windows Store app, or due to cache. You can try these below steps before opening up a case with Microsoft regarding his.

    -Remove Local Cache of Windows Store
    -Reset Windows Store Cache
    -Change DNS Address
