Microsoft Windows 11 Pro Insider Preview (10.0.22533)

That looks scary. I am not at all up to speed with Windows 11. But that is not a preview before the official release of Windows 11, is it? If it is, make sure that you install the real McCoy to have something that is supported.

Now the weird thing is that on my machine that DLL seems to come with SQL Server Management Studio and not SQL Server itself. Hmm...

I'm using an M1 Mac and to run Windows an ARM copy which Microsoft offers through it's insider preview program seems to be the only way, So is this an OS-specific issue? Is there any way I can install SQL Server on this device?

No, SQL Server is not supported on ARM.
