I think the displayed error message in .NET 6 is not correct. I had the same issue a few days ago.
The issue was, my startup project was chosen wrong.
Fixing:
I fixed it by setting the web project as a startup. You can try changing the startup project into the correct one.

What if my ef kept in different library?
You need to set up the startup project as web and ef can be kept in any library. While running Add-Migration needs to select the proper library containing dbcontext class for entity framework.

The solution is using .NET 5 only.
I am not using any component .NET core 2.0 in my solution. So it doesn't make sense to add that runtime and link in the error message is also showing .NET core 2.0 is archived, and not supported.
The community can only respond to information you share on this forum. The error message clearly indicates the project is targeting 2.0. If the all the projects and packages in the solution target .NET 5 (your original post indicates .NET 6) then check if you have a global.json file that targets 2.0. Otherwise, review the project files and packages references.

I have come across this nonsense for several times recently, none is resolved.
I guess you should have another look to the question before writing any reply. Question is asked on Feb 2022, title has ".net 6" in it. After these are you suggesting that a .net 6 project ( or a .net 5 ) should install "you can download and install the .NET Core 2.0 Runtime from ..."?
Do you have a real solution to this problem in today's conditions: VS 2022, .net 5 projects, webapp, infra and domain.
There is no global.json file. Where else can I find any reference -if any exists- to ".NET Core 2.0" in project or solution?

First, actually, I notice the .net 6 in the question title, but from the error message, it seems that the application doesn't find the .NET core 2.0 framework. So, I though might be his application need to install the .NET core 2.0 framework, and suggest him install it.
I also checked the marked solution, if the startup project and the default project are not the same project, it will show this error:
Second, it seems that you are meeting the same error, right? If that is the case, when you build or running the application (without execute the EF command), is there any error?
Then, you can check the project file (.csproj), if it contains the .NET Core 2.0 framework reference:

Yes, you are correct. Message is incorrect. After changing the start-up project, it fixed.

How is it that your situation was resolved by changing the startup project? I have 2 projects one is a web application and the other is infrastructure ( project for test purposes) both in .net 5.0 in VS 2022 and setting the web application as a startup project did nothing.
