According to my search, I found a known issue which says You can't add an Internet calendar in Outlook 2019, Outlook 2016, and Outlook for Office 365
So, as the document mentioned, you may use Outlook Web App (OWA) to work around the issue.
Because OWA doesn't have this authentication header behavior, so you can open the Internet calendar successfully.

Do you mean the option to share your calendar isn't available?Did the organization block permission to share the calendar?

I tried it in two different organizations.
One uses M365 mailing together with M365 Apps for Enterprise and the other a an exchange on-premise with M365 Apps for Business.
I can expand share calendar and my two options are either share via e-mail or just share. When I click on share, nothing happens.
I added an internet calendar with an https:// and webcal:// url.

You can also set the calendar permission to share the calendar with other.
Righr-click the calendar and select Properties
In the Calendar Properties dialog box, click Permissions.
You can set permission for your organization (You can also add someone via Add), then choose the level of details that you want to share with the organization, then click OK.
Now other people in your organization can open it via Add Calendar > Open a shared Calendar

Do you know if I can enable this somehow?
