CSP Downgrade Rights Perpetual Software

Has anyone experienced issues with CSP perpetual licenses ie Office LTSC 2021 Standard and having the ability to downgrade to 2019?
The 2021 license shows in the M365 admin portal, but the option to downgrade to 2019 is not available.
Microsoft support in the admin portal has not been able to resolve the issue and closing cases saying it's not supported.

Appreciate any insight you may have on this one.

    As tag "office-deployment" focuses more on general issue of Office deployment, but your issue is more realted to Office license issue which is not supported on Q&A forum at current time.

    To help you better, I would suggst you contact CSP Resellers to seek help, or you can refer to "Get help and contact support" to create a request in Partner Center.
