Thanks for the sharing.
However, due to a recent update in forum policy, the question author now is not able to accept their own answers.
So I have written a brief summary of the solution this issue. Please feel free to accept it as the answer, which would benefit others who also has similar issues in forum.
Solution:
- Select Start, select Run, type regedit in the Open box, and then select OK.
- Locate and then select the registry subkey: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Cryptography\Protect\Providers\df9d8cd0-1501-11d1-8c7a-00c04fc297eb.
- Check if ProtectionPolicy on the right side, if it doesn’t exists, please manually create the DWORD 32bit value and name it as ProtectionPolicy.
- Double click on ProtectionPolicy and change the registry entry value to 1.
