I don't think it is expected. Try to play with command line parameters and find which one is causing the issue on your side. To disable all extensions (web and COM add-ins) you can use the /noextensions
command line switch.
Add-in not loaded when starting Outlook from command line
Hi,
When starting an outlook compose window from the command line with the following command:
"C:\Program Files\Microsoft Office\root\Office16\Outlook.exe" /c "ipm.note" /m "* Email address is removed for privacy *?subject=testing
I noticed that the Outlook add-ins are not loaded.
Is this expected behaviour? I could not find any mention of this in the documentation.

Welcome to our forum.According to my test, when starting an outlook compose window from the command line with the command, add-in works fine.
In order to verfiy, what's the detailed version of your Outlook? (File > Office Account > About Outlook). Please check the your Outlook version and upgrade it to the latest(File > Office Account > Update Options > Update Now)
Besides, does add-in work fine when running Outlook normally? To ensure that the Outlook add-in loads correctly:
In Outlook, click the File > Options > Add-ins. click the Manage drop-down menu, select COM Add-Ins, and then click the Go button, make sure the add-ins are selected.If the issue insist, try to repair from Control Pane.
