My understanding is that there seems to be a permission issue to the client ID mentioned in the error message. And you are following a GitHub article which is 6 months old. There has been few enhancements made to Purview product since it we to GA. Especially the roles and permissions (RBAC) is moved from Azure Portal access control
to Collections
in Azure Purview Studio.
In case if you are not the owner of the purview account pvdemo0ulh6-pv
(assuming it was already created). Please work with the owner who created the purview account to provide the necessary permissions as described in this document - Access control in Azure Purview
In case if you are trying to create the Purview account for the first time then, I would recommend following this public document to create an Azure Purview account - Create an Azure Purview account in the Azure portal
