I want to share a SharePoint Online site with everyone including internal and external users, how to achieve it.

By default, you could share site with internal users. For sharing with external users, you should enable external sharing both in the tenant level and site level. Here're steps:

1.Enable external sharing in the tenant level. Go to SharePoint admin center -> Polices -> Sharing -> Set Anyone in the Content can be shared with section.

2.Enable external sharing in the tenant site level. Go to SharePoint admin center -> Sites -> Active sites -> Select the site -> Sharing -> Set Anyone in the External shaing.

3.Go to Site permissions -> Add members -> Share site only.

Internal Sharing - is available in SharePoint, but the external sharing needs to be configured for your organization. For external sharing first you need to make sure External Sharing is enabled for your organization. Refer the following URL for more details.

You can limit the sharing features (Be noted that you can not disable the internal sharing entirely), for e.g. you can restrict only site owners to share the site. See the available limits in Sharing in SharePoint online below
