Installion didnt suceed HRESULT 0x8e5e03fa in net framework 4.8

Question

I was about to install net framework 4.8 but it didn't succeed with HRESULT 0x8e5e03fa error it said to get more information in a log file and this is it :

Could you tell me if your OS version is Windows 8.1?

Currently, the Microsoft .NET Framework 4.8 is available on Windows Update and can be installed as a recommended update.

The error 0x8e5e03fa usually means a Windows Update error. Please use the DISM or System Update Readiness tool to fix your Windows Update error:
