For your problem, I suggest that you could check below:
- Verify that the Admin's user account is assigned the Global Administrator or the Printer Administrator role in Azure Active Directory.
- Verify that the Admin's user account is assigned a license that contains a Universal Print license.
- Check to see that you are not experiencing any network issues accessing the Azure portal.
- If all above have no problem, please open a Support case via the Azure Support portal.
