Prior to SQL Server 2017, and Windows Server 2016, the instance had to reside on a Windows Server Failover Cluster node to enable the Always On availability group feature, refer to: Enable or disable Always On availability group feature
and see Features Supported by the Editions of SQL Server 2016, the server instance must be running an edition of SQL Server that supports Always On availability groups, if your SQL server 2016 edition supports, there is a doc to help you:Creating a SQL Server Always On Availability Group
