Thanks for the question and using MS Q&A platform.

Unfortunately, there is no feature available which can send out an email when ever the data type change in databricks notebook and passing the variable to adf.

In Azure Databricks, you can use Version control

Azure Databricks has basic version control for notebooks. You can perform the following actions on revisions: add comments, restore and delete revisions, and clear revision history.
