Yes, you can always restore MARS agent backups to another server, and is called alternate machine restore.
Important Notes:
- Please note that the alternate server you will be restoring to is running same or later version of the windows as source machine.
- Backups can't be restored to a target machine that's running an earlier version of the operating system. For example, a backup taken from a Windows 7 computer can be restored on a Windows 7 (or later) computer. A backup taken from a Windows 10 computer can't be restored to a Windows 7 computer.
- Make sure you install MARS agent on the alternate server and register it to the same recovery services vault as the original server in azure.
- Make sure you have the backup encryption passphrase for the restore on alternate machine.
The option you would select during restore is "Another Server" as shown in the below screenshot.
