I have alot of always Online files on my computer from OneDrive.
But suddently Windows Runtime Broker started to download all of my files from OneDrive to make a index of them, but now my harddrive are filled with files I just want on my OneDrive and not locally on my computer.

Is this some kind of bug in Windows 10 v1909?

    Same issue here.
Just cleaned up my C drive by clicking "Free up space" for all my pictures from 2019 and 2020. But it (Runtime Broker) re-downloads them all...
The Automatic File Downloads screen in Settings is empty... Where can I find the files that are requesting automatic file downloads?

I had an app installed labeled 'Photos Addon' I uninstalled it while the runtimebroker was downloading all my pictures and poof, the runtimebroker went away.

I have the same issue. Its downloading file-by-file from my onedrive. It is using a massive amount of cpu power and the fans keep on running! This behaviour changed like a week ago. I let it work for hours, but it will not finish anytime soon.

For me .. it was another App (OBS studio) that was building a slideshow feature with my picture folder. I seems that that app, triggered the runtime environmnet to keep downloading ...
