2023-01-06T13:34:30.09+00:00 I finally fixed this issue on my machine.
As an overview of the issue/fix, one must check:
C:\Windows\Logs\CBS\CBS.log
C:\Windows\Logs\DISM\dism.log
and identify the corrupted files , then replace them with good files.In my case after running DISM /Online /Cleanup-Image /RestoreHealth or sfc /scannow, I'd get errors about corrupted packages and manifests in those logs:
2023-01-06 13:49:31, Info CSI 00000263 Unable to load manifest for component [l:93 ml:140]'amd64_ff796f684adab59adcfff8c4c6eab134_31bf3856ad364e35_10.0.19041.1704_none_bd56e1abbdc4bcd3'

2023-01-06 14:26:42, Info CBS Repr: Could not find missing package manifest/cat for package:Package_16_for_KB5014032~31bf3856ad364e35~amd64~~19041.1704.1.4 in the sandbox
2023-01-06 14:26:42, Info CBS Repr: Could not find missing package manifest/cat for package:Package_20_for_KB5014032~31bf3856ad364e35~amd64~~19041.1704.1.4 in the sandboxso I downloaded KB5014032 (as based on the logs this seems to be broken. i tried uninstalling it previously with wusa.exe but it's one of those updates that cannot be uninstalled once installed) from windows catalog: ssu-19041.1704-x64_70e350118b85fdae082ab7fde8165a947341ba1a.msu and extracted it as shown in the posts above.
Then I rebooted the machine and booted from a windows PE usb stick (like Gandalf's Windows 10PE), and copied the good manifests (ex: amd64_ff796f684adab59adcfff8c4c6eab134_31bf3856ad364e35_10.0.19041.1704_none_bd56e1abbdc4bcd3.manifest and the other corrupted ones) from the extracted MSU folder to c:\windows\winsxs\manifests ;
and copied the good packages (ex: Package_16_for_KB5014032~31bf3856ad364e35~amd64~~19041.1704.1.4.MUM , Package_16_for_KB5014032~31bf3856ad364e35~amd64~~19041.1704.1.4.CAT and the other corrupted ones ) from the extracted MSU folder to C:\Windows\servicing\Packages .Before overwriting the broken files, I opened them and their contents had only NUL data, so they really looked broken.
Once I finished replacing the files, I rebooted the machine one more time from the winpe stick back to my windows installation, ran dism and sfc and both completed successfully.
Also windows updates started working again and all the pending updates that failed in the past months succeeded now.Cheers!

2023-07-18T17:22:22.82+00:00 I am also experiencing the missing files items in the CBS.log/DISM.log when I try to run dism.exe /online /cleanup-image /restorehealth in spite of providing a source in esd wim or expanded iso format. if the problem is that my source isn't exactly the same as my lab's currently running server 2012R2 exchange server. I'm not surprised since many updates have been posted to the OS since install. However the question I'm unable to answer is
How to Identify which packages contain the missing files.
these are the missing files:
