Exchange Online Static Distribution List - Outlook message - contains at least 1000 recipients

Hi All,
I have a user that wants to email to one of our static email list which has about 3000 members. The use is getting a message in outlook saying the Email List contains at least 1000 recipients. I'm not sure if this is a new email list limitation or just a mailtip. I don't want to send out the email until I get some clarification on the message. I thought the email list counted a 1 recipient.

    Yea, thats expected!
    The group counts as one recipient as far as established limits, but what you are seeing is just the mail tip letting you know its a large group
