VM Agent status is not ready

I got a problem.
I have a message when try to use help support

I have been try to solved the problem like they suggest. But its still not resolved.
When I start the VM, I Got message that VM Agent not ready.

I try to connect with SSH, but the VM is off.

Hi, I try to follow the step both from the troubleshooting document and the thread.
I still confused, beacuse my vm can't be access with ssh.

Hi, i have been try to reset my ssh setting, but i got error message when i try to reset my ssh. I have been try to add / edit user password to login and got error message to. Any other sugesstion to resolved my problem?
