Phrase match is highlighting keywords instead of the full phrase?

Question

Hello, my problem is if I search with an exact phrase match, the individual words still get highlighted instead of the whole sentence. Is it possible to change this behaviour?

This is the request body I am using:

        "select": "title, content",
        "highlight": "content"
    }

I have taken contact with the support and looked into it with this page as a reference: https://learn.microsoft.com/en-us/azure/search/search-pagination-page-layout
The result is that you need a basic pricing tier to get the phrase highlighting which is not mentioned in the docs.
