But for me it is not working though I did exactly what you did:

CREATE WIDGET DROPDOWN Region DEFAULT "Northern" CHOICES Select regionDescription from dbsqlengine.regions

I had tested the above code on Databricks Runtime Version: 10.4 LTS (includes Apache Spark 3.2.1, Scala 2.12) and it works as excepted.
