Unable to connect to FTP server from a public machine

I've an Azure VM created and setup a FTP server on the VM and enabled the ports and added them to inbound ports on VM's network tab on the portal yet I am not able to connect to the FTP using the filezilla.

I've followed the steps from this article : https://www.c-sharpcorner.com/article/configuring-ftp-server-in-microsoft-azure/ started from step 3

On the filezilla I get the below error
Status: Connecting to 13.xx.xx.xx:21...
Status: Connection established, waiting for welcome message...
Error: Connection closed by server
Error: Could not connect to server

    Please validate that you have a rule that allows the FTP income traffic in your Network security groups
