Teams unable to call toll free numbers

Question

Some time in the last week our users have lost the ability to call toll free numbers from within Teams. Dial out from Teams and we get "Call cannot be connected", or number will ring for a while and then just cut off. Dial exact same number from a cell phone and it goes through immediately. Was working 6 days ago, and nothing on our end was changed that I am aware of or can find.

Update: just tested calling a toll free number that is within our region and got the message that the number was outside our calling area. We recently went active/active on our ISP connections instead of Active/Passive. I've noticed that some sites misidentify the second ISP's geolocation as being on the other side of the continent. Anyone run into something like this?
